4th St Off-Ramp Reopens as New I-80 Night Closures Begin; BART Transbay Tube Alert

Morning Commute and Major Artery Updates
Commuters heading into San Francisco this morning, Monday, February 23, will find significant changes on major arteries. The 4th Street off-ramp from eastbound I-80, which has been closed all weekend for the Central and Bayshore Viaduct rehabilitation, is scheduled to reopen at 6:00 AM. While this provides a critical exit point for downtown traffic, motorists should still expect residual congestion as the Monday morning rush begins.
On US-101, the "Hospital Curve" rehabilitation project continues to cause delays. Lanes have been shifted in multiple segments between Candlestick Park and Silver Avenue. Caltrans recommends that drivers allow for extra travel time or consider using public transport to avoid the steady hum of construction and narrowed lanes in this corridor.
Public Transit Alerts: BART and Muni
The most critical update for transbay commuters involves a significant service disruption on BART. As of late Sunday night, service through the Transbay Tube was halted due to a loss of communications in the tunnel. While crews worked through the night, early Monday morning riders are advised to check real-time service ations before heading to the station. If the stoppage persists, BART may continue turning trains back at Embarcadero in San Francisco and West Oakland in the East Bay, with AC Transit providing bus bridges.
Additionally, for those traveling to Oakland, the entrance to the 19th St. Station at the northwest corner of Broadway and 17th Street is officially closed starting today for a two-week maintenance project. In San Francisco, Muni riders should be aware that the 30 Stockton route and others may still be adjusting to service changes implemented on February 14 aimed at improving reliability across the system.
Ongoing Roadworks and Lane Closures
- Howard Streetscape Project: Expect intermittent lane closures and delays between The Embarcadero and 4th Street from 7:00 AM to 4:00 PM today. Crews are installing new safety upgrades and bicycle lanes.
- 19th Avenue (SR-1): While Phase 1 of the concrete work is complete, motorists should remain alert for demobilization activity near construction zones.
- Overnight I-80 Ramp Closures: Looking ahead to tonight, new weeknight closures begin at 10:00 PM. Impacted areas include the EB I-80 off-ramp at 7th and Bryant, and WB I-80 on-ramps at 7th/Harrison and 4th/Harrison. These ramps will remain closed until 7:00 AM Tuesday morning.
With cloudy skies forecast throughout the day and a 10% chance of rain, please maintain safe following distances and stay updated on the evolving BART situation via official transit apps.
