San Francisco Budget Committee Tackles Child Care Subsidies and District 10 Safety Plan Today

City Officials Convene for Key Financial and Policy Decisions
On this Wednesday, February 4, 2026, the San Francisco government is moving forward with several critical legislative items. While some sessions have been altered, the Budget and Finance Committee is proceeding with a robust agenda at City Hall that touches on early childhood education, neighborhood safety, and economic development.
Budget and Finance Committee Session
The Budget and Finance Committee is scheduled to meet at 10:00 AM in City Hall, Room 250. One of the most significant items on today’s docket is a hearing regarding the expansion of eligibility for subsidized child care under Proposition C. Supervisors will review the status of the Proposition C reserve fund balance, which currently stands at approximately $572.5 million. The hearing will explore how these funds can be utilized to expand child care subsidies to families earning up to 200% of the area median income.
The committee is also expected to vote on a funding measure sponsored by Supervisor Shamann Walton. The ordinance proposes the de-appropriation and subsequent appropriation of $250,000 to support the District 10 safety plan. This funding is earmarked for the Department of Children, Youth and Their Families to facilitate violence prevention events, safe passage programs, and support for residents at Hope SF sites who have been most impacted by violence.
Economic Incentives and Seasonal Support
Another major item for consideration is the Hotel Development Incentive Agreement for the Hearst Hotel Development Project. If approved, the agreement would provide financial assistance for the project at 5 Third Street, with a net present value not to exceed $40 million over a 20-year period. This incentive is based on a percentage of new Transient Occupancy Taxes generated by the hotel guest rooms.
Additionally, the committee will discuss a $311,269 appropriation from the General Reserve to support the upcoming Lunar New Year celebrations. The funds are intended to provide free one-hour parking at the Portsmouth Square Parking Garage and cover transit fares for the Lunar New Year Parade scheduled for March 7, 2026.
