San Francisco Budget Committee to Review New Street Vending Regulations Today

City Hall Convenes for Key Legislative and Budget Sessions
Today, Wednesday, March 11, 2026, San Francisco’s municipal government moves forward with a busy slate of committee meetings and hearings aimed at refining city codes and addressing administrative appeals. The primary focus of the day is a high-level review of proposed changes to the city’s regulation of street vendors and mobile food facilities, alongside several judicial-style hearings in City Hall.
Budget and Finance Committee Targets Mobile Food Ordinance
At 10:00 AM, the Budget and Finance Committee will meet in Room 250 of City Hall. Chaired by Supervisor Connie Chan, with members Matt Dorsey and Danny Sauter, the committee is scheduled to deliberate on Ordinance 250967. This significant legislative package seeks to modernize the city’s approach to compact mobile food operations, often referred to as street vending. Key components of the ordinance include:
- Regulatory Updates: Amending the Health, Business and Tax Regulations, and Public Works Codes to align with recent changes in the California Retail Food Code.
- Expanded Authority: Granting the Department of Public Works broader authority to regulate compact mobile food operations in coordination with the Department of Public Health and the Fire Department.
- Fee Revisions: Establishing new annual permit and plan check fees for auxiliary conveyances and mobile support units while proposing fee waivers for certain smaller compact operations to encourage compliance.
- Stadium Concessions: Expanding definitions to include food facilities in venues with a seating capacity of 5,000 or more.
Board of Appeals and Assessment Hearings
In the afternoon and evening, focus shifts to administrative and judicial matters. The Assessment Appeals Board No. 1 is scheduled to convene at 1:30 PM in Room 405. This board handles disputes between taxpayers and the Office of the Assessor-Recorder regarding property valuations, a critical component of the city's revenue stream.
Later, at 5:00 PM, the Board of Appeals will hold its regular hearing in Room 416. The Board of Appeals provides a final administrative review process for various city permits, including building, planning, and public works permits, allowing residents and developers to contest department decisions.
Notices and Cancellations
While several committees are active, some regular sessions have been paused. The San Francisco Police Commission has officially announced that it will not hold its regular meeting today, with its next session scheduled for March 18. Additionally, the San Francisco Bay Conservation and Development Commission's Enforcement Committee meeting, originally slated for this morning, has been canceled.
As Mayor Daniel Lurie continues his second year in office, his administration remains focused on streamlining City Hall functions and improving street-level conditions through the legislative efforts seen in today's committee agendas.
