San Francisco Planning Commission Reviews Massive Freedom West 2.0 Housing Plan Today

San Francisco City Hall is the site of several high-stakes government sessions today, Thursday, February 12, 2026. Topping the legislative agenda is a major hearing by the San Francisco Planning Commission regarding the future of the Western Addition, alongside critical committee discussions on public safety and city health services.
Planning Commission to Tackle Freedom West 2.0
The San Francisco Planning Commission is scheduled to convene at 12:00 PM in City Hall, Room 400, for a session centered on the massive Freedom West 2.0 master plan. This project represents one of the most significant redevelopment efforts in the city's recent history. The commission will review the Draft Environmental Impact Report (EIR) for the proposal, which seeks to replace the existing Freedom West co-op with a modernized, multi-use community.
The current proposal, led by MacFarlane Partners and Avanath Capital Management, includes a total of 2,291 apartments. This build-out is designed to include replacement units for existing residents as well as a mix of market-rate and additional affordable housing. Beyond residential units, the master plan features 68,600 square feet of retail space, 14,800 square feet of cultural and educational facilities, and a 150-key hotel. Today’s hearing is a critical step for the project, as the city continues to collect public testimony on the environmental and community impacts of the four-phase construction plan.
Public Safety and Neighborhood Services Committee
Earlier today, at 10:00 AM, the Board of Supervisors' Public Safety and Neighborhood Services Committee held its regular meeting in the Legislative Chamber. Chaired by members of the Board, the committee is tasked with overseeing the city’s response to neighborhood-level concerns and broader safety initiatives. While the full Board of Supervisors met earlier in the week, these committee sessions serve as the primary venue for detailed legislative vetting before items move to a final vote.
Health and Transportation Hearings
The San Francisco Health Service Board is also conducting a regular meeting today to discuss the administration of benefits for city employees and retirees. Concurrently, the Interdepartmental Staff Committee on Traffic and Transportation (ISCOTT) is holding its 1609th hearing. This committee, which includes representatives from the SFMTA and other city departments, is reviewing temporary street closures and traffic shifts necessary for upcoming neighborhood festivals and construction projects.
